The same shape as domestic shipping, with one addition
that matters: each service says where it goes. Four services, four sets of destinations.

The three cost types
| Type | What it means |
|---|---|
| Flat | You name the price for each service. |
| Calculated | eBay works it out from weight, dimensions and destination. |
| No international shipping | You post within your own country only. The rest of the block disappears. |
Global Shipping Program
A switch at the top. With it on, you post to eBay’s own hub in your country and eBay handles the export,
customs and delivery. It is the simplest way to sell abroad, and it costs the buyer more.
The four services

| Shipping Service – 1 to – 4 | The international services, in the order the buyer sees them. They fill in order — the second is disabled until the first is set. |
| Ship to Locations | The one to get right. Where that service delivers — tick as many regions or countries as it covers, or use Select all. It stays disabled until the service beside it is chosen. |
| Cost (1st item) and Cost (each additional item) | What the buyer pays, and what each further item adds. |
| Cost… per Profile | On a listing: what the policy says, beside what you typed. |
| International rate table | A rate table from your eBay account, instead of the prices above. |
| Handling cost | Calculated shipping only: your packaging charge on top. |
| Reset Costs to Profile Costs | On a listing: puts the policy’s prices back. |
A service with no ship-to locations reaches nobody. Choosing the service is only half the
setting — each one carries its own list of destinations, and leaving that empty is the commonest
reason international buyers are told you do not post to them.

Excluded locations override this. Anywhere ticked in
Select Exclude Ship-To Locations is refused even if a
service here says it ships there. Where the two disagree, the exclusion wins.

How to offer international shipping
- Choose Flat or Calculated.
- Pick the service in Shipping Service – 1.
- Open its Ship to Locations and tick everywhere it delivers.
- Type the costs.
- Add further services for regions the first does not cover.
- Check excluded locations for anything you have both offered and excluded.
- Save.
FAQ
Q: Buyers abroad are told I do not post to them.
A: Either the service has no Ship to Locations, or their country
is excluded. Check both.

Q: Should I use the Global Shipping Program?
A: It removes the customs paperwork and the risk from you, and it costs the buyer
more. Sellers who post abroad rarely tend to prefer it.

A: Tick Select all in its ship-to locations, then exclude the
places you will not post to.
